Several reasons, firstly, you cannot isolate the effect to one body part really, so whilst it may be helping their recovery for an arm injury, it'll also be boosting their other bodily parts which athletes never stop working out even when injured. Also who is to say when an athlete is recovered, how would you gauge that. Added to which it would make the catching of pure performance cheats all the harder - oh no, i was injured, honest guv.

It would be nice to think that we could utilise something like this for a quick heal, but it would be too easily abused, and as such cannot be allowed.
