If it were one per person it would amount to replacing Congress with direct referenda, then installing a poll tax. No one would bid much to vote early, because they could just wait till everyone stopped bidding, then buy a cheap vote. If, on the other hand, we let everyone own as many votes as they could buy, it would just mean auctioning government to the highest bidders. So pretty much what we do now. ;)
