For starters, I would say the 2010 census needs to be the end of gerrymandering. There'll be a new census so districts will have to be redrawn; the national leadership of both parties needs to make an effort and agree to let impartial panels redraw those borders everywhere in the country.
Other than that, yeah, you can't really do anything about that terrible news cycle... but sooner or later there'll have to be a backlash as things get untenable. Perhaps some kind of gentlemen's agreement, or a number of politicians who dare to make a commitment like Graham's in that Sotomayor confirmation vote, in an effort to convince others to communicate in a more reasonable way as well. And in the media, I think TV channels and newspapers become more populist at their peril... media that make a clear commitment to more responsible journalism may gain popularity as people get disgusted by the current media landscape. I hope.
