i would say the rise of the right wing fringe started with the election of bill clinton and his subsequent "teflon presidency". the right wing partisans tried everything they could to undermine bill clinton's legacy and power and he kept out-maneuvering them at every step until he finally got caught lying about having a relationship with monica lewinsky. and ultimately, it wasn't the relationship with monica that he was being investigated for, it's just the *one* thing that had solid evidence to bring a case on.
personally, i've always believed that the reason the right was so upset about clinton was because he took credit for so many of the republican's pet projects. welfare reform, free trade, and apparently got more tail than all of the right wingers put together
although, thinking about things now, maybe that's why there's so many republican sex scandals because they feel like they're still competing with bill
(yes, this is a cheap joke sue me
)

No, it hasn't always been like this; I think Watergate changed it, and maybe Vietnam.
