1. Government for pushing banks to take on risky loans for risky applicants
2. Wall Street for their crazy leveraging
3. The people that took out wacko mortgages that they had no hope of paying off (the public was caught up on the housing boom craze)

All equally guilty because if only one of these three things didn't happen, the crisis wouldn't have happened.
