If you think your enemy is hiding ordnance with civilians in the area, you go in on foot and fight directly with the combatants. Door to door, kind of stuff. If on the other hand, you aren't willing to risk your soldiers to spare civilians, then you need to be prepared to isolate yourself from the international community. Israel is relying on mortar explosions and air dropped bombs with extreme civilian casualties and minimal Israeli soldier casualties.

Counter insurgency operations in civilian areas requires surgery with a scalpel and Israel is doing surgery with a jackhammer. You can't blame the United States and the EU from distancing themselves from these atrocities.
