The notion of reigning without ruling and being a point of unity for the peoples of the kingdom is one that I support wholeheartedly. I don't think I would even mind if there were a veto power for the sovereign as well (almost exactly like the President's - one that could be overcome).
And yes, Charles should let the crown devolve to William immediately.
