Any really comes down to semantics. If you put people in a room and poison them is that using a chemical weapon? Not by the classical understanding of the term. If he had poisoned their food would we consider it a chemical weapon? The bottom line is he is right that Hitler never used chemical weapons I combat (which was the obvious intent).
