It is not the people that Obama needs to deal with in Europe. It is their leaders. Furthermore, Western Europe is not the entirety of Europe. There are such countries as Poland, Czech Republic, Hungary, Slovakia, Slovenia, Bosnia, Serbia, Montenegro, Romania, Bulgaria, Estonia, Latvia, Lithuania, Belarus, Ukraine, Russia, Georgia, Croatia, Albania, Moldova.
So maybe you should qualify your statements, and stop generalizing. Either stick to something like the Western European populace. Or Western Europe, though the leaders are not as chummy and in love as you think they are.
