If you cover another person, you get paid for another person. If they're satisfied that this kid is an exception to their numbers, what dastardly motivation do you attribute to them that would cause them to deny coverage? They're not evil just for the sake of being evil, y'know. You say they're using the numbers as an excuse, and that may well be, but why? I don't understand why a company would turn down the extra cash.
