Swine flu isn't especially killer, that I know of. The fear was a further mutation IIRC.
more likely that there is some actual concerns about the speed with which it spreads, and he fact that it is targeting other groups of people than the regular flu. Tends to make people worry, and that is something politicians like, because that they can make use of.
However, I don't think there is any real fear that the strain, as it is, will cause major damage to the economy, which is all politicians care about anyway.

Norwegian media these days seem to be saying that while most cases are fairly soft, there is an unpredictability of when and where it kills, which accounts for the worry.
