Swine flu isn't especially killer, that I know of. The fear was a further mutation IIRC.
I know to release federal funds to states when things like floods occur the government has to declare the situation a national emergency. I suspect that declaring this a national emergency it will release more funds toward the effort vaccinate and distribute the money where needed. I don't think it is any kind of political move. I wouldn't read too much into it.
