under the description for that signing it says there will be some sort of ticketing involved and to contact a storm leader.
If you buy a copy of The Gathering Storm or Sanderson's Warbreaker from Joseph-Beth, you get a ticket for the event (you may have to point it out to the cashier if they forget). If you don't buy your copy of those books there, you can still attend, only the ticketed people will be ahead of you in line (they go in groups based on letters given out at the time of sale). You can get two extra items signed in addition to the primary sale item (Brandon won't sign anything he didn't actually write). There's also a discussion and Q+A.

edit: GDI the test isn't until Friday. I need a filter that keeps me from doing crazy things
