all i know is the result was lots of little bits of metal that made it dangerous for the veterinarians to do surgery on the bear.
I just don't understand why the hell a tranq gun wasn't available/used. The only reason I can think of why it wouldn't was if for some strange reason the police were closer to the bear than a keeper, vet, or available tranq. Which doesn't make sense to me unless the zoo has in-house policemen patrolling.

Doubt it. Frangible ammunition shatters to spread out. Hollow point expands to make 1 big hole
