Yes, if anything did, viewing lighter skin as an advantage somewhat implies racism. Although that too can be seen as simply stating a fact.
That both the "light-skinned" comment and the comment about his way of talking had to do with Obama's chances of being elected and appealing to white voters, which doesn't necessarily imply anything about Reid's own views.
So what EXACTLY is the problem with Reid's comments?
