If you consider America as consisting of three parts (i.e. with a separate Central-America), it makes most sense to put Mexico into that central one. If you view it as having only two parts, well, yeah... :P

Perhaps it stems from being neighbors, but in my mind, rightly or wrongly, Central America is "south of Mexico and north of Colombia. " Which is odd since Panama was part of Colombia until they told TR he couldn't build a canal there, but anyway.
