I'm not saying that the ER vets are wrong, but I imagine they're much more used to thinking "problem, fix now. problem, fix now." Your veterinarian knows the dog and the dog's history much better, and has seen the progression of the cough.

I'm sorry so many of your dogs are becoming ill :( poor pups
