but would this be considered an act of terrorism?

I see a suicidal guy who decided to take out the IRS. His target certainly wasn't indicriminate (as in a night club or marketplace). His motivation for doing this wasn't his belief system.

It may just be my personal point of view, but I would consider that guy who shot the abortion doctor to be more of a terrorist than this guy. And that guy I consider more of a classic murderer than a terrorist.

seeing employees in a government agency like the IRS terrorized at the thought that someone in the future might do this again and kill them (for their policies). Or, as you say, he could have just wanted revenge and decided to try and kill as many IRS employees as he could and didn't care about future consequences then I'd say he's probably not a terrorist. I guess we'll never know for sure. But, I think we can both agree that he IS a shithead who if he had lived would be worthy of the nation's finest death row.
