I figure there's a maximum of ten at any one time. Though, as others have noted, since Williams apparently plans to see what he can get back from the Canadian taxpayer, he may not be paying out of pocket anyway. For a procedure he not only could have gotten in Canada, but without a wait and by surgeons who both innovated and teach it to others. As an attack on socialized medicines, this is a painful backfire.
