You should be able to google what that is for you area. If the shouting is loud, they can at the very least use the excuse of a noise complaint to go round and make sure no one is being hurt - and the officer you talk to on the phone should be able to assess whether or not he needs to upgrade it to an 'urgent' call and send a police car on blue lights. Just explain what your concerns are, and let them sort it out.
