The article is a little shy on details and for some reason seems to have omitted the union's role in this. I think you can blame the teachers in this case. They were being asked to work a little bit extra in order to improve one of the worst schools in their state and they refused so they got fired.

They want to be treated like professionals they should act like professionals. If management ask one of the engineering groups which was grossly under performing to work a little extra time and the refused they would be fired. Even if they had reasons outside of their control for why they were not getting the results that were expected they would still be fired if they refused to put in some extra effort to turn things around.

Once again we see the teacher’s union putting their needs before then trying to hide behind them when there are problems.
