The Rhine runs entirely north and east of Belgium - and the Romans had cities both in the present Netherlands (Nijmegen) and present Germany (Cologne, Trier) well beyond the Belgian borders.

Of course, since Belgium didn't get any medals, it's a moot point - not so for the Netherlands, though.
