The age of consent is 18 in only twelve states – in all the others it's 16 or 17. And in most of those twelve states, there are exemptions when the partners are close in age.
And even if the age of consent is 18, why is that more of a problem for a college than it is for a high school? It's not as if colleges have a rule that you have to have sex while you're there.
And about papers – aren't they all signed before you come to college?
