Rules are rules. The punishment may seem harsh, but that's why you don't go out and break them. If the punishment doesn't hurt a lot then teams will just blow off the rules on a regular basis.

Roma had a two transfer window ban a couple of years ago (reduced down to one on appeal)
FC Sion are currently appealing a two twansfer window ban.
So all teams are punished when caught inducing players to break their contract - it isn't just Chelsea (though I'm sure I remember chelsea having been fined before by the FA for doing a similar thing with a couple of young players from Leeds, which suggests past form and that a fine doesn't work)
