EMPIRE: TOTAL WAR and GRAND THEFT AUTO IV are very flaky on PC. Both games have had patches released which help a lot, but there's still issues with both games running like crap on really good, really powerful machines for no real reason. Of course, they run perfectly fine on other machines, so it's a bit random which result you'll get.

Personally, I'd consider GTA4 on console instead and maybe pick up NAPOLEON: TOTAL WAR (which is very similar to EMPIRE, and far more stable).
