You have to log into Steam, have PORTAL updated and then ready to go, but at that point you can switch Steam to 'Offline mode'. Steam will then start in Offline mode automatically, so you can play on your laptop in non-Internet areas.

Are you playing on Mac? Apparently there's an issue with Steam games and some settings on Mac OS X. Valve are working on a solution.
