The Final Fantasy series has a plethora (yes, I said it.) of better characters.

GlaDos(Portal) is more interesting....and she promises cake.

Marcus Pheonix is on about the same level as Soap.

Master Chief may not be better, but Cortana is.

Ever played Psychonauts? That game has more character in one bit than all the Bytes that make up Soap.
