If the Dark Voice's goal was simply to prevent the Xel'Naga's rebirth by wiping out the Protoss, the Zerg, or simply preventing their peaceful merging, the Hybrids would already have been a significant threat.
The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.
