Oh word. Well, it depends on how the PCs handle that part. My PCs pulled the majority of the bandits outside and then she was able to charge away. But you're right, it is about environment. I kind of look at it like this: sometimes the Cavalier won't be in the prime environ to charge, just like many times the Ranger won't be in his Favored Terrain. Gotta roll with the punches.
