I'd probably go with Draenei for the increased spell hit % if I had to pick one of the two though.

As for spec, if memory serves correctly most people go retribution for leveling. Holy and Prot just don't deal enough damage generally. Most paladins seemed to re-spec pretty often depending on what they were going to do in parties.
