I can't say for sure about green items, but I don't think it's changed. Elite monsters, though, have been added as "quest-line bosses" since zones have had their quests revolve around achieving a certain resolution.
I think she's talking about the rare spawns, with the silver around their profile, not the quest bosses. If that's so, then I've definitely noticed an increase in rare spawns. My level 27 warrior has killed six of them so far, which is a far greater rate than on any character I've played before. I haven't noticed an increase in green drops though, at least not from recent times, though it's possible they bumped it up from a couple years ago.
