Migrating for free is occasionally an option if Blizzard has specifically opened migration from one realm to another - usually from a high-population server to a low-population server to even things out.

Character transfers, on the other hand, allow you to move from any server to any server, but they cost extra. There might also be a level requirement and other restrictions, but I don't recall.
