That's like saying Baldur's Gate II or Planescape are hack-n-slashers. Sure, if you ignore all the dialogue and lore. Oblivion is a dungeon crawler because there's pretty much nothing else to do but dungeon crawl. The story is weak, and the background is virtually non-existent. Morrowind has one of the most vibrant and fully realized worlds of any video game--it rivals novels in its complexity and scope.
