The first dragon fight is a main quest item, and after that event, dragons are spawned in the world. You want to at least get that happening. I've done the first few main line quests, up to the first visit to High Hrothgar on the Throat of the World... that's the point where I'd recommend getting to before going out on whichever direction you'd like.

My next step would be going up to the Hrothgars, but I've had too much fun collecting bounties and going through dungeons lately to continue the main quest.
