according to Bethesda. That second patch messed up a few things in the game, which they will attempt to fix with a patch being released, for PC next week and on the consoles as soon as Micro and Sony have vetted them.
The rest of December will be dedicated to code fixes, basically the texture issues and the Frame Rate stutters, the way the dragons fly and behave, etc. In January, they will start releasing data fixes... which are the random bugged/broken quests.

I have to say: Saints Row: The Third is probably the best game nobody is playing.
