On the PC, you can easily mod it. From what I recall, just having Oscuro's Oblivion Overhaul changed Oblivion into a proper and enjoyable game, and I'm sure you could improve it even further with the other things out there, if you have the time and knowledge to mod properly. So at that price, I think it's definitely worth it.
