But not by much.  I think they weight difference more than justifies Dragon Plate being slightly less inferior.  You can carry more crap.  I just love walking around with tons of Deadric Weapons....like the Wabbajack.  Oh, Cave Bear attacking?  Turn it into a bunny!  
By that reasoning, though, you can pretty easily get the max allowable DR by wearing Ebony, or even Orcish armor... even Dwarven with a little extra work and those are all lighter still. It all goes back to what you want to spend your perks on.
If you are a heavy armor wearer, spending a perk on Dragon Armor, for less DR and a bit less weight is expensive.
