If so, have you tried turning off the shadows? For a lot of people that has been smoothing out the game a lot. You don't notice the lack of shadows, but in my case I was able to crank up all the other settings and still have a smooth experience.

FRAPS itself can lower framerates. If you have a keyboard w/ an LCD display, there are apps.
