That is, it's not a case of "Valve buys a copy of Skyrim for $40, and normally sells it for $60."
I don't know the business model, but it would make a lot more sense if the company sets the price, and valve takes a percentage of that.
And since it's all digital distribution, it doesn't really matter what they sell it as.
So if Valve tells Ubisoft, "Hey, you can either sell 100,000 copies of Assassin's Creed for $60, or you could sell 500,000 copies for $20, plus here are charts showing there will be an upkick in sales even after the sale ends," it makes sense.
