Mostly because of the way people round them. Two and a half stars? That's the same as 50/100!
Numbers in general are pretty terrible, ratings wise. I think it's best if they say. "You should play this," "You should not play this," or "You should play this if you like this specific genre/gamestyle"
I amuse myself.
