I'm still stuck on Hell, though. I got to Ballos once or twice.
Make sure you get the Spur or the Nemesis. They are the only weapons that don't have to be leveled up. Save your missiles for Ballos, and you can grind Heavy Press (the sub-boss) for health if you have to.
It will take a while to practice fighting Ballos, but you should be able to do it.
