I do think that this one is more mis/over-used than the other one, or at least it has caught my notice more often. I don't really think it should be used at all in a political context, as for me the concept is something that requires a close personal relationship between the people involved. And even in that more limited context it's probably still over-used. Definitely a fashionable word, though unlike management-speak buzzwords, it actually has a specific meaning and serves a specific purpose, it's simply used too often in cases where that specific meaning would really be a stretch.
