Health Care Spending / Reform is at its core an argument about "values" of what Hume calls "what ought to be" it is not about facts "what is" / "what currently is."

To know about facts you actually have to have specialized knowledge and understand how these complex systems interact with each other. You have to be an expert in understanding Health Care to have an informed opinion that is not ridiculous about the facts of the matter.

People want to talk about values, aka their own values but not the values of others so they invent / twist discussion of facts in order to say your values are illegitimate and only mine are legitimate. Why is this ridiculous? I see it as a natural human instinct to do this whenever something is extremely complicated and any change of the status quo may offend your values, even if change will make more people happy with their values.
