There was a freshman Democrat who came to Congress 50 years ago. He turned to a senior Democrat and said, "Where are the Republicans? I want to meet the enemy." The senior Democrat said, "The Republicans aren't the enemy. They're the opposition. The Senate is the enemy."

Now that is a fictional quote, even though we seen variants of this quote starting in the 1990s. Some speculate Al Swift (Democrat from Washington, but he was in the US House) said something like this. ¯\ _ (ツ) _ /¯

Yet while it is a fictional quote sometimes it is true.

Safe disposal of Nuclear Power is a lesser priority than dozens of other things that is the responsibility of the House and Senate and thus the issue does not get done even if lots of people want it.

Will is a tricky thing, it is not enough having it for everyone has will, it is about getting a coalition of wills working together and cooperating.
