My dad worked for Bechtel construction that had a part of that contract (we moved from Nuclear plant to Nuclear plant when I was a kid, ending up at the Savannah River Tritium facilityi n South Carolina) and from what I understand it wouldn't have taken al ot of time to finish it out. At least in construction timetable terms.
