Yes, it would. Israel continuing to occupy the Golan isn't particularly controversial - especially with Syria in the state it's in now, one imagines that even the 'Syrian' inhabitants might be happy to be under Israeli protection. But annexing it? That's one thing for chunks of Palestinian territory, which you could argue never really formed a real state with defined borders anyway. It's quite another for territory belonging to another independent state, that was never part of the old Mandate and which Israel can only claim by simple right of conquest. If acquiring territory by right of conquest without any assent of the defeated party through a peace treaty is a thing now, then what grounds does the US have left to object to Russia claiming Crimea, or to China's expansion attempts in the South China Sea? What grounds did they have for the First Gulf War in 1991? Or is it all just 'might makes right'?
