Over the course of 1000 years it's entirely possible that Tuon, a direct descendent, has a totally different skin tone. The percentage of Hawkwing's blood in her is probably immeasurable.

The flip side applies, of course, to Ishara's blood in the veins of Elayne & Rand (and Dyelin etc, though Elayne & Rand are implied to have the strongest blood connections to her).
