[In Fire & Blood part 1.] It is made obviously clear that the Golden Age of the Targaryens Rule had lots of dumb idiots running the country. Literally just look at the history of The Great Councils where you had succession crises, or the King would not act even though people were at war with the Targaryens and the King would not do anything to respond until The Great Council was to meet.
