They would have preferred it be handled by the states.

Not if they had any sense of the situation. And understand, nothing in their lives would give them a sense of how air-travel magnifies the spread of novel diseases.

The need for a Central body to coordinate strategy is beyond obvious in this situation. There's a good discussion to be had about not giving that body draconian powers in the name of safety. This article is not that discussion.
