Arrow could refer to a direction or a weapon or speed. Maybe it means thought gives direction to time. Or maybe it means our perception governs how fast time moves.
Another possibility is that by time, they mean the Wheel that weaves as it wills, and thought is how the Wheel weaves the Pattern. If bad thoughts are how we get something like Shadar Logoth, then there is something substantial to thought. The Pattern that the Wheel weaves, is made up of choices people make, so ideas are kind of the way the Pattern has the needed choices get made.
As for the memory part, well, they're demonstrating that even after memories have apparently faded, after the subjects of the memories are long dead, the Eelfinn still have those memories, they're not forgetting. And maybe it's a bit of a taunt that they'll get Mat's memories too.
